The requested DBF credit includes financing of delivery and installation of turbines and towers incl. internal cables and equipment, spare parts and training. The estimated contract amount to be financed by DBF is DKK 854.9 million (USD 129.17 million) for the three wind farms. The estimated DBF subsidy is calculated to be DKK 366 million (USD 55.31 million) for the three wind farms.

The total budget for the three wind farms is DKK 1,276 million (USD 192.86 million), including all civil works, cabling, electric grid, substations, environmental surveys, project management, logistics, taxation, etc.; which will be the responsibility of the Bolivian National Electricity Company, ENDE.

The project will include transfer of Danish wind power technology as well as know-how in relation to wind farm establishment. The turbines with towers for the three wind farms will be tendered in one package among Danish companies, based on total life cycle costs.

The objective of the assignment is assistance to ENDE during the tendering process in accordance with DBF guidelines and along the lines of international good procurement practices. The assignment includes assistance a.o. in the preparation of prequalification documents, technical specifications, tender documents, review of prequalification and tender evaluation reports and award of contract. Prequalification documents, tender documents and contract will be in the Spanish language.

The assignment is expected to start in November 2016 and the expected time required for the assignment is estimated to be approximately 800 man hours (including travel time).

The assignment will be subject to the approval of the project by the Danish Minister of Foreign Affairs.

A minimum of three and a maximum of five applicants with references best suited for this assignment will be invited to submit a tender.

The applicant must have a Quality Assurance Certificate. Please provide details of the quality assurance systems and measures used to ensure quality of staff including accreditation that your company holds e.g. BS EN ISO 9002 or equivalent standard.
