Description UiT The Arctic University of Norway wishes to procure a neuronavigated TMS robotic system: the Localite-Axilum-MagVenture Ultimate TMS Solution. The equipment will be used for research at the Department of Psychology, Faculty of Health Sciences. The system will be employed for both basic neuroscience research and clinical research applications. 1.1 System Components The complete system shall comprise the following integrated components: MagVenture TMS Stimulator System • MagPro X100 TMS stimulator • Appropriate coils/coil holders for both cobot-guided and manual stimulation studies • Chair/trolley as appropriate for TMS studies using the cobot Axilum Robotics TMS-Cobot System • Axilum Robotics TMS-Cobot 2 • TMS-Cobot Coil adaptation kits for relevant coils Localite Neuronavigation System • Localite TMS Navigator Premium Edition with Extended Volume • appropriate extension kits for use with the Cobot 1.2 Technical Requirements The integrated system must meet the following technical specifications: • Spatial accuracy: Millimeter-level precision (≤1 mm) for coil positioning • Automated repositioning: Fast and programmable switching of stimulation locations (on the order of a few seconds) • Programmable control: Full software control of stimulation sequences and target locations • MRI integration: Capability to import and use individual MRI data for neuronavigation • Real-time tracking: Continuous monitoring of coil position relative to target • Full system integration: Seamless communication between robot, neuronavigation, and TMS stimulator for closed-loop protocols

Other justification Technical Justification for Single-Supplier Procurement Robotic TMS System with Neuronavigation Institution: UiT The Arctic University of Norway Date: 24.02.2026 1. Introduction and Scope This document provides technical justification for the direct procurement of an integrated robotic Transcranial Magnetic Stimulation (TMS) system comprising: 1. Axilum Robotics TMS-Robot 2. MagVenture TMS stimulator 3. Localite neuronavigation system Following a comprehensive market analysis, we conclude that no technically equivalent alternative exists that meets the specified research requirements. 2. Essential Technical Requirements The research program requires a robotic TMS system with the following non-negotiable specifications: Spatial precision: Sub-millimeter positioning accuracy with real-time compensation for subject head movement during extended stimulation sessions Automated multi-target navigation: Programmable automatic repositioning based on neuronavigation coordinates (MNI/Talairach), enabling systematic grid-based cortical mapping and multi-site stimulation protocols Force/pressure feedback: Integrated contact force sensors to ensure consistent and safe coil-to-scalp contact pressure, critical for reproducible stimulation delivery Full 6-DOF control: Complete adjustment capability for all six degrees of freedom (three translational, three rotational) to achieve optimal coil orientation relative to individual cortical anatomy Deep stimulation capability: Compatibility with specialized coils (e.g., Cool-B70) for accessing deeper cortical targets Closed-loop stimulation capability: Real-time integration with EEG and behavioral readouts, enabling adaptive stimulation protocols where subsequent target locations are programmatically determined based on neurophysiological or behavioral responses Integrated system architecture: Pre-validated integration between robot, stimulator, and neuronavigation to ensure seamless operation and data exchange 3. Multi-Site Research Collaboration Requirement A critical requirement for this procurement is compatibility with our established research collaboration with the laboratory of Prof. Andreas Vlachos at the University of Freiburg, Germany. Our research groups have planned joint multi-site studies that require: • Identical hardware configurations to ensure methodological equivalence across sites • Matched stimulation parameters for pooled data analysis and replication studies • Compatible data formats and protocols for seamless data sharing and joint publications The Freiburg laboratory operates an Axilum Robotics TMS-Robot with MagVenture stimulator and Localite neuronavigation. To conduct valid multi-site research with comparable and poolable data, our system must be identical. Using a different robotic platform would introduce systematic methodological differences that would compromise: 1. Direct comparison of results between sites 2. Pooled analyses requiring identical stimulation delivery 3. Replication and validation studies 4. Joint grant applications requiring methodological harmonization No alternative system can fulfill this collaboration requirement. 4. Conclusion Based on the technical requirements and multi-site collaboration needs outlined above, the Axilum Robotics TMS-Robot with MagVenture stimulator and Localite neuronavigation is the only system that meets all essential specifications detailed above. Therefore, no technically equivalent alternative exists on the market, justifying direct procurement from a single supplier, FOA § 13-4 (b) 2. ledd.
