Section II: Object of the qualification system

This notice is an extension of the notice 2015/S 243-442662.
DONG Energy Wind Power A/S and its subsidiaries have chosen to use a qualification system framework in cooperation with Achilles (who operates the systems) to search for vendors relevant for supporting development, construction and operation of offshore wind farms.Achilles' qualification systems are used for suppliers by utilities in the power generation, transmission and distribution, nuclear, water, telecom and gas industries.
DONG Energy Wind Power A/S and its subsidiaries currently use several qualification systems including Sellihca, Connexio and UVDB.
It must be noted that DONG Energy Wind Power A/S and its subsidiaries who subscribe to Connexio use the qualification system for procurement subject to EU directives, but reserve the right to publish individual notices for specific needs if they consider it necessary, even though the need is related to categories covered by Connexio. DONG Energy Wind Power A/S and its subsidiaries also reserve the right (in special circumstances) to use an alternative procurement approach where the procurement in question is not subject to EU directives.

Prerequisite for the awarding of contracts is pre-qualification in compliance with the qualification system (Connexio) described here.
On the basis of this pre-qualification, suitable suppliers of the products and/or services named in Section II. No. 4 can be identified and after additional qualifications have been checked, are requested to submit a tender. In order for pre-qualified bidders to be eligible to continue to stage two of the qualification system, potential bidders must complete the pre-qualification (Stage 1) via Connexio. If pre-qualification (Stage 1) is not completed, then the company will not be considered for the order/orders based on this qualification system. The successful bidder must ensure that their pre-qualification with Connexio in the relevant supplier category remains valid for the entire term of the contract.
The qualification system is based on the online supplier information system Connexio which is operated by Achilles Information GmbH on behalf of utilities (energy and water) in Western, Eastern and Central Europe.
During the pre-qualification process via Connexio (Stage 1), potential or current suppliers of utility companies provide the utility companies connected to the system with information about their business operations by filling in, saving and submitting an online supplier questionnaire (supplier self-disclosure), which can be accessed under: www.achilles.com/germany as well as furnishing them with all requisite documents and certificates.
Achilles verifies the data provided by the suppliers for completeness, consistency and compliance with the requirements using a formal programme routine, as well as sometimes checking correctness of content (Prequalification Stage 1).The information to be provided for pre-qualification is contained in a document that can be found on: www.achilles.com/germany The participating utility companies reserve the right to adapt or change the criteria occasionally. The participating utility companies have access to a password-protected website 24 hours a day, 365 days a year where they can find the supplier data collected and verified by Achilles.

Section III: Legal, economic, financial and technical information
1) General information — general company information including name, address, telephone number, homepage etc.;
2) Personnel Information — including information and data about contact persons and management, e.g. managing directors, heads of technical, sales and finance departments and number of employees per department and location;
3) Products and/or services — detailed information about each product and/or services including description in German and/or English, information about the company's sales function, sales territory, involvement of third parties in the product/services, references/ reference projects, contact person for the product/ service;
4) Legal information — general information such as date established, commercial register No. etc. and information about the owners and auditors/accountants;
5) Insurances — information about whether specific insurance policies exist and what damage is covered;
6) Affiliated companies — information about affiliated companies, e.g. subsidiaries, parent companies etc.;
7) Financial information — including financial key figures for the last 3 years, regional distribution of the turnover, investments in research and development;
8) Quality management — information including quality management systems, certifications, quality control managers etc.;
9) Environmental management — including environmental management systems, certifications, environmental contact person;
10) Health and Safety — information about health and safety, health and safety contact person, other information about health and safety;
11) Corporate social responsibility — this information is voluntary. The Achilles Group and the utilities companies are publicly committed to delivering business solutions with a sense of social and ecological responsibility. We therefore welcome any information from suppliers on this topic; Suppliers must legally confirm the correctness of their declaration in a separate written declaration.
Pre-qualification — Stage 1: Achilles begins the verification process (Stage 1) as soon as the questionnaire and the additional documents and certificates have been submitted. If the pre-qualification process (Stage 1) is not completed by the deadline set by the buyer (cf. Section II.3), the company will not be considered for the order/orders based on this qualification system.
Pre-qualification — Stage 2: From the list of companies who have pre-qualified in Stage 1, the utilities company makes up a shortlist of potential companies. The utilities company may ask pre-qualified suppliers for more information using eQual, an online tool developed by Achilles (also known as eRFI). An additional questionnaire is created in eQual, based on the criteria for selecting companies for the shortlist.
Methods according to which each of those conditions will be verified: Stage 1: Achilles verifies the data provided by the suppliers for completeness, consistency and compliance with the requirements using a formal programme routine, as well as sometimes checking correctness of content (Pre-qualification).
Stage 2: Both the verification of the information provided by the supplier in eQual, as well as the evaluation of the information and data entered in the online supplier questionnaire and in eQual is the responsibility of the utility company concerned.
Section V: Procedure
formalities necessary for evaluating if requirements are met: Stage 1: The criteria are the same as the criteria stated in section III.1.1. The information and documents listed in this section must be renewed each year. The annual fee should be paid to Achilles Information GmbH.
Achilles will ask pre-qualified suppliers (Stage 1) to renew their supplier profile approximately 9 weeks before the end of the pre-qualification period.

The contracting entities might use the procedure described in the Utilities Directive article 50, (f) which prescribes that new services consisting in the repetition of similar services assigned to the contractor to which the contracting entity awarded an earlier contract, provided that such services conform to a basic project for which a first contract was awarded, can be awarded without a call for competition. Such procedures might be used up to three times for the scope of works specified in the tender conditions when initiating a tender in the qualification system. This right can be used by the contracting entity up to three years after the award of the first contract, should the contracting entity decide to purchase similar services in the EU. The conditions for awarding possible additional services are the following:— The performance of the services will be subject to the same contractual terms as the provision of the scope of works specified in the tender conditions when initiating a tender in the qualification system.
— The contractor must comply with mandatory statutory law in the country where the individual offshore wind farms for which the contracting entity chooses to apply this right to repeat similar services are placed;
— Minor necessary adjustments of technical specifications due to site specific matters;
— Amendment of time schedule to reflect to project for which the repetition of similar services is applied.
The provisions concerning repetition of similar services will also be described in the tender conditions.
